Improve monitoring and evaluation                    

Monitor the SECAP improvement process

  • Methods: Improve monitoring methods

    • Don’t forget that monitoring begins in the planning phase
    • Make sure that responsibility and authority for reporting to top management on the performance and results of the SECAP are well defined

      • it is recommended that SECAP management representatives be part of top management, or that they have a position whereby they manage their own human resources and can directly report to the top management

    • Make sure that monitoring procedures are in place and well understood

  • Indicators: always use good indicators

    • Indicators should be selected during the development of the action plan and should be adequate to the type of action and to the Municipal overall strategy (energy savings (kWh), CO2 savings (t CO2), installation of RES (in kWp), investments (in €), but also number of green jobs created, etc.
    • identify and use a more elaborate set of indicators; incl. the Aalborg Commitments  / new Reference Framework for Sustainable Cities, etc.

  • Tools: find an appropriate tool to monitor process and GHG emissions (see module 1)

Evaluate & Revise

  • Build internal experts
  • Use external expertise = neutral expertise
  • Lead both qualitative as well as quantitative evaluation of actions – using indicators for all themes (see dedicated modules)
  • Report emissions (see module 1)
  • Always keep an eye on the relation between the implementation (and results) of the single actions and the variation of the overall emissions in the Municipal territory
  • Revise your SECAP accordingly
