  • Main issues addressed in this module:
    By developing a Sustainable Energy and Climate Action Plan (SECAP), a local government outlines its climate / energy plan in detail, clarifying its targets and how to reach these, identifying who should be involved and at what time, with a timeline for implementation and ideas how to finance activities.
  • A complex task, we will explore with you if it is really worth the effort to develop a SECAP, what it entails for a local government, and relevant issues to be considered and explored. This module offers practical guidance to both political leaders and municipal staff, including useful tips and tools.
